He don't only have power; he's got good skill, composure and good combination punching. He's got good "eyes" in there and that allows him to find punching opportunity.

His combinations are quite basic actually, he does have composure. I won't say he has the "eyes" until he fights someone with decent speed and good reflexes, which isn't common in the division.

At this point I honestly think Arreola would take Ruiz out.
Ruiz has a certain stigma about him: Truly elite HWs shouldnt get kayoed in 30 second like he did against Tua, and they should lose to LHWs like Toney and Jones. That said, Ruiz overcame and managed to keep himself a top ten fighter, so its not fair to treat him like a bum.
Ruiz has shown his ability to overcome and win fights when he shouldnt, but at at his age and where he is at I think the hungry Arreola beats him. I am starting to think I under rated Arreola a bit, he isnt an ATG to be, but the man really is a solid contender and a big puncher.

Ring has Ruiz 10 in rankings. At least id be happy if Arreola fought a top 10 guy. A few before jumping on the Klitschkos.

Although Ruiz has proven himself to be hard to beat, I think Arreola is a fighter Ruiz wouldn't like to fight. Ruiz does well with decent boxers' by putting them off their game; taking away their rhythm and usual fighting style. With Arreola he'd be fighting a rugged, bullheaded type of fighter in there throwing all kinds of shots, including uppercuts. I believe Arreola can beat the likes of a Ruiz through a sheer war of attrition. Ruiz is pretty hard to stop though, so I'd say Arreola UD or late stoppage.

I wasn't too sure about Arreola's quality at first, but I think he may be a better fighter than he looks, and may surprise some people.
