It generally is the boxer who beats the swarmer when there is an exception to the rules.
It always is a really tough fight, and always makes the boxer look bad when it happens.
I can't think of too many swarmers who beat punches (because they generally get caught flush with a big bomb at some point).
Sluggers beat boxers pretty frequently though... it takes a special boxer to avoid a big punch for all 12 rounds. Terry Norris got flattened by Jackson in 2 for instance. It takes a good boxer with good defense to get by sluggers consistently.
