It's not Valuev, it's his handlers. He's not the sort to go around 'calling out' anybody.
Which makes him even more of a *****. A real fighter would make a shortlist of guys - top contenders or fellow champions - that he wants to fight, and pursue them relentlessly. Valuev is doing neither, except hankering after a fight with an equally worthless 'champion' in Chags.
