In divisional rankings he retire, relinquish his titles and position, so when he came back he wasnt ranked, and you cant ranked him top 10 in a division from beating a guy 2 divisions below him!!!

OK, these are your reasons why Mayweather is not even considered as a contender in the welterweight division.
