Actually Bute speaks perfect french. He was just interviewed by the french commentator.
To answer your question i think it's because there are good trainers here in montreal and interbox is willing to give fighters a chance. But there are still some canadian fighters that were born here, Steve Molitor, Jean Pascal, Joachim Alcine, Eric Lucas, ect. Hell, Arturo Gatti was born and raised in montreal.
bute speaks fluent French & has lived in Montreal for 10years.Montreal has one of the best scenes in the world.they put 20000 in stands for big fights.there are several world class trainers based in Montreal.stefan ledoux(bute&herman ngoudjo),the grant brothers(librado andrade),Otis grant fought Roy jones.joakim alcine, jean pascal, sebastien demers all fight out of Montreal.artiluro gatti fought & lived in Montreal for 10 years before he moved to Atlanta.many good fighters & many big fights happen there.Bradley/holt is there April 4.

Jean Pascal and Joachim Alcine were not born in canada ... i think we dont have that much of a boxing culture anymore in canada except for in montreal so theres very few home grown fighters...
