Strength does not come from size and measurements alone. There is such a thing as natural strength that you are genetically born with, and I believe that Hatton has more of this natural strength than Pacquiao.
Just recently ODLH stated that Pac was not a hard puncher, and that even as a weight drained zombie, he was able to hurt Pacquiao with one body shot:
“Once the (opening) bell rang, I believe I threw a left hook to his body," he said. "He made a noise like it really hurt. After that, he was wide open, he was there for me and I didn’t do anything."
"I just didn’t care. I didn’t care if he was hitting me because I couldn’t do anything about it. Luckily he doesn’t hit hard. Obviously, if he would’ve hit hard, he would have knocked me out with no problem.”
On the flip side regarding hattons strength, after the Hatton/Mayweather fight, Mayweather had nothing but praise for Hattons toughness and physical abilities:

So I believe that "naturally" Hatton is much stronger than Pacquiao, and although he is an inferior "boxer" to Pac, his strength WILL be an issue on the night.
