You don't understand how boxing works financially do you? The amounts you are quoting were not guaranteed figures. They were the figures Mayweather made when everything was taken into account. $20 million guaranteed is crazy for anyone other than Ali, Tyson or Leonard and Floyd aint anywhere near their level of popularity.
What is THE ABSOLUTE LOWEST amount of revenues that a PBF-Mosley fight would make? What is the ABSOLUTE LOWEST amount that a PBF-Pac fight would make?
Now, who else can they (Mosley, Pac et al) to get the payday that they would get vs Mayweather?
Side note: The Mayweather guarantees were six mil for Judah (reduced to five after the loss) and $8,000.001 for TaTa. Look it up.

I think 8million is more than enough for a fighter who could never carry a PPV on his own VS a Fighter who may be very popular in his home country but is still only a moderate success in the US. Then factor in that the economy is in the Tank and less people are gonna pay 59.99$ a PPV between 2 fighters with lukewarm popularity in the US.
Plus you also have to factor in that if Pac man loses 20 million becomes as realistic as Floyd winning the lottery.
