I think that you could argue that Chavez beat more solid/top tier fighters at this weight than Cervantes. Maybe its because I was around for Chavez's reign but he just obliterated (see Haugen/Camacho) people and as Rold mentioned, ruled with an iron fist.
Maybe or maybe not. Locche and DeJesus stack up with anyone Chavez beat. At his peak, in the first part of his 40 reign, Chavez was a sick beast for sure.
