Yes. But this is something totally different that blackirish is getting at. Europe no longer owns America, hasn't for over 200 years. Whereas Puerto Rico is a territory that is, on record, as I type this, owned by the United States of America.

But federal employees, or those who do business with the federal government, Puerto Rico-based corporations that intend to send funds to the U.S. and others also pay federal income taxes.
