I don't think Pac's win over Oscar, or Floyd's win over Oscar, means anything
I get the impression that Floyd fans are kinda pissed because Pacquiao is making everyone look pretty mediocre right now, especially with the talk of Cotto and Pac making a fight happen. Floyd wouldn't do this, much to the disappointment of the boxing community. Pac also talked of fighting Margarito (most people laughed and said Manny wouldn't stand a chance), but again, Floyd wouldn't make the fight with Marg. Pac annihilates Oscar in 8, and Floyd sc****s a SD. If Pac was to KO Hatton faster than Floyd, it'll be major panic.
The Floyd fans are transparent. They think he is the best fighter, some even consider him greater than Ray Robinson, yet here's this little guy Manny who's possibly prepared to take dangerous fights that Floyd seems to have avoided.
The result: Floyd fans downplaying Pacquiao's abilities, bravery, and achievements.

With that said I dont think Floyd should be criticized for asking Pac to be tested.
The criticism works both ways.
There are those who believe Manny is on PED's because they can't fathom the idea of someone of Pac's stature to move up in weight and beat fighters who many believed he'd have a tough time or flat out lose to, let alone Pacquiao refusing Floyd's testing demands.
On the other hand, you can look at it like Floyd's trying to gain a mental edge or that his indeed scared to lose (not of Pacquiao literally) so he may be looking for a way out of the fight.
Obviously being a fan of either guy, you're not going to entertain the idea that it could be the opposite of what you believe. If I'm a betting man, I'd say all of this was mind games on the part of Floyd that blew out of proportion and they rode with it. Smart on Floyd's part, but I still don't believe his testing crusade is legit at all and believe that won't be the biggest obstacle this time around in the negotiations.
Not really. Justifying the split decision score against Delayoya and leaving out the weight issues opposed to the Pacquaio fight is not "accurate". I guess the one sided view of things sounds good if you're a Pacquiao fan.
