The reason pound 4 pound was created in the first place was to give someone of the smaller weight classes a value, like Sugar Ray Robinson they called him the pound 4 pound best fighter in the world, without expecting him to beat the heavyweights or guys in the bigger weight classes.
I suppose you could do it your way if you want, I just see it pointless.
And even if you do, I don't think there is a top 25 heavyweight if you rank the best fighters in the world. ****, the Ring Magazine's top 100 fighters...wlad and vitali didn't come in until 50 or 55 or some ****. haha, they division really is THAT BAD.
