Because Pacquiao is already rich he isn't desperate to accept the offer of the Brits. With his stature in the boxing world, he is one of the few that can defy the greedy labor practices of a rich nation like England. 50-50 is a good deal, but 60-40 is just for being the best fighter in the world.
