This is the 2nd time he's opted not to fight Clottey. I'd call that ducking. Williams moved up in weight because he couldn't get a fight. Cintron is moving up in weight to avoid Clottey but will probably get his ass beat by Martinez either way. Either way, you can't NOT fight a man twice. And where does it say that he's getting more money for fighting Martinez?

He tried to fight Clottey but since Bob Arum is paying for everything himself he didnt have enough funds to budget the fight since its a Top Rank PPV not an HBO ppv.
