Whilst I think it is a combination of both I think it is definately moreso physical.
I recall Merchant at one time saying that having a good chin is a function of your will power or something to that effect. Whilst I agree to a point, I think that relates more to the ability of a fighter to take severe punishment.
When you are purely talking about chin durability (i.e. ability to take a clean, flush power shot) it is often a case of you have it or you don't. Take Thomas Hearns. Noone could question that man's will to fight and win, yet he had a pretty horrible chin.
I picked the third choice since there seems to be no way of knowing for sure. It does seem like fighters with thicker necks usually take head shots better though.
I would say more physical than mental... but it actually requires a bit of both. Either way your punch resistance (chin) is something your born with and cannot really alter.
Gatti is a perfect example of someone who looks to have a GREAT chin, but in reallity its his heart/desire that keeps him on his feet plus a decent chin.
Gatti has been dropped by Wilson Rodriguez,Angel Manfredy he has been KTFO by Baldomir albeit at WW. Gatti was also been hurt a couple times by Ivan Robinson.
i think its a little bit of both. a guy with a good physical chin can have no will power, and be considered to have a bad chin. also a guy with a bad physical chin can have incredible will power, and be considered to have a good chin. it takes both to make a great chin.
