He obviously will unless he does something ******, like fight Margarito (which won't happen).

He'll do the same thing Mayweather did... take the big money fights around a weight class that he is pretty small for, and win in ways that weren't nearly as impressive as his wins in lower weight classes.

It has been a down time for American boxers, with Wright letting himself fall off with inactivity, Pavlik getting taken out by Wright, Williams not quit being able to break onto the scene, etc.

We have a few on the cusp of being P4P ranked though... Chad Dawson, Paul Williams, Timothy Bradley (alright, he's a bit farther than the cusp, but... he's certainly good enough), Kelly Pavlik (he can bounce back), Jermain Taylor (he can also bounce back), etc.

Hopkins is the only American fighter that deserves to be in the Top 10.

Williams is nothing special. He can only be successful picking on smaller fighters, he has a huge height (6'3) and reach (82") advantage over all the small men he faces at 147/154. Williams should move up and pick on someone his own size.
