If Joe retires without giving Hopkins a rematch, or fighting any of the other top contenders in consideration, will he go down as a Paper Champion?

no
He beat the light heavyweight champion
I dont see how he can be called a paper champion.
He cleaned out the Super middleweight division aswell
Some people cant face that he is a great fighter

People love him... They credit him alot.
I , on the other hand, believe he is a fine example of a paper champion... Beating a guy that is 5 years past his prime does'nt make him great.

His only fights now is Hopkins rematch, Dawson and Johnson. If he would win 2/3 then i would call him a great fighter. But he most likely wont and he will retire, then in 10 years and beyond, they would really see him as he is. A paper champion.

Plus Hopkins is 43 years old, and out of prime. Yes a win over Hopkins is still great because he is still a great fighter, but the man is still 43 years old, that doesn't make joe great because he beat a 43 year old hopkins. Means he is good, but Not great. He Barely beat him. Imagine if hopkins was a just a couple years younger. He would have abused him.
