Probably not, but if Williams, Margarito, Cotto, and Clottey are placed ahead of him the order of the remaining names doesn't really matter. Why is Mosley listed while Williams is not? His last fight was at 154 too.

they fought at 147 welterweight, that is the reason. i dont really know the mechanics of their ranking system but i think its safe to say that pacquiao deserves it
