Pacquiao Ranked 5th At 147 By The Ring

Welterweight: As THE RING has done with a few elite fighters in the past, Pacquiao is now rated in two divisions: welterweight and lightweight. It’s a
strange situation, as he will probably fight Hatton at junior welterweight next, but we couldn’t rank him there as he’s never fought at 140 pounds. Whenever possible, THE RING’s Editorial Board (with the participation of the Ratings Panel of boxing journalists from around the world) base fighter rankings on results within the division. Kermit Cintron, rated No. 10 last week, was pushed
    out by Pacquiao’s inclusion.
So does he deserve this ranking?

DLH has been ranked at 154 for the past few years though but the fight was at 147.

I agree with you guys, he shouldn't be ranked in the top 10 at 147.
