If it was anyone other than Hatton they may have let him. But Ricky probably holds the world title for the number of times the IBF belt has been vacated...

In those situations, the IBF was inflexible with Ricky. I remember the week after he defeated Urango, they stripped him for not immediately fighting N'Dou and deciding to go for the bigger name Castillo instead. They should have let him have a voluntary defense against Castillo, and then decide whether to defend the IBF title or not.

Though it did seem that the Ring editorial board were looking for an excuse to get him off the ranking following the poor showing against Collazo...
Well he did continue to slip in the rankings after the Tszyu win, which put him at #4 if I remember down to #8 when he faced Mayweather, so he didn't have far to go. The shoelace incident in the Lazcano fight did seem to save him from a KO loss, but he was pretty dominant during the rest of the fight. I forgot that Paulie gave up his title, I just figured he was a big enough win to push him back in, especially when Hopkins was able to stay at #5 after losing 3 of 5 leading up to the Pavlik fight.

Hatton never left the PFP list. He is no.1 or 2 with Calzaghe being the other fighter at the head of the list with him.
