Do you think a top fighter can dictate......

a fight if they want regardless of what their promoter says? or it really is up to the promoter who the fighters fight in most cases. is it the promoters who really screw us out of match ups we want, or is the the fighter using the promoter as an excuse for one reason or another?

Of course the fighter can. It's crazy to think they can't.

Arturo Gatti forced Main Events to get him the Mayweather fight even though they were vehemently against it

Depends on the fighters draw. If your a top fighter but are not box office i doubt you will get fights the old risk vs reward.

The fans are the ones who basically pick the fights, if there is a demand for a certain fight it will happen. If the fans are down on a certain fighter then no one, including the top networks will want to buy the fight.

Fighters can fire their promotors and move on. Bottom line, if the fighter wants the fight badly enough, he'll get it one way or another.

The fighter can force the fight regardless of what the promotor/manager says. It has happened all through history. Best example is probably Floyd Patterson who finally fought Sonny Liston despite his management telling him not to.

What about the fighters who say in post fight interviews "I let my promoter put a fighter in front of me"? Clearly in some instance, the promoter is the one calling the shots. Bob Arum or Don King come to mind...
