He's not really. Williams trainer announced after his fight with Kolle that Williams would go up to 168 in future. Since Kessler is the #1 fighter at the weight, it seems reasonable to discuss Williams' chances against him. Presumably part of Williams moving up would be the intention to become the #1 himself.
