Tszyu could have fought Mayweather when he returned from injury but he had to fight Mitchell to keep the only belt left (IBF) and that after the WBC/WBA was taken away from him when he couldnt defend his titles due to those injuries.

I remember reading an article where Floyd went on the record to say something about "waiting till Tszyu was old in order to fight him, that way he can see how it feels" It had something to do with Tszyu beating Roger Mayweather towards the end of Rogers career.
