I think he does......He fought in a tough division for so long....When your four losses are to future HOFs....except for Soto so far...The Rocky I saw sat. would need to step his game up if he expects to get a belt...

Cassius Baloyi (IBF) is fighting this weekend (I believe) so the time table would work out

Personally I'd make Juarez v Guerrero for one vacant belt
Barrios v Soto for the other

Yeah that's his name. I had no idea how to spell it. Also I really wish someone good would go out and beat Baloyi already. He's terrible. Especially if you get beaten by Mzonke Fana.
