    SAN DIEGO — Sc****rs and bulldozers began filling a deep canyon Friday to make way for a border fence in the southwestern corner of the United States after 12 years of planning, environmental reviews and legal challenges.
    The 3 1/2-mile stretch extends from a state park on an oceanfront cliff through a canyon known as Smuggler's Gulch. The gorge was overrun by illegal immigrants until U.S. authorities launched a crackdown in the 1990s that pushed traffic to the remote mountains and deserts of California and Arizona.
    At a cost of about $16 million a mile, the fence will be far more expensive than fences the U.S. government is building elsewhere along the nation's 1,952-mile border with Mexico. U.S. Customs and Border Protection said the average cost along the entire border is $2 million to $3 million a mile.
    The stretch near San Diego will cost about $57 million under a contract awarded to Kiewit Corp. of Omaha, Neb., said James Swanson, a Border Patrol special operations supervisor.
    The lion's share will pay for filling Smuggler's Gulch with nearly 1.9 million tons of dirt and for building a concrete culvert to handle rainfall flowing downhill from Tijuana, Mexico, Swanson said.
    The border is currently marked by a decaying fence made of surplus Navy landing mats. Border Patrol agents swarm the area in jeeps and pickups as they wait for migrants in Tijuana to dash about 2 miles through trees to the closest patch of stores and homes.
    It is a far cry from the early 1990s, when large groups blitzed across the border and easily overwhelmed the Border Patrol.
    U.S. authorities insist new fencing is needed, despite an increase in patrols and objections from environmental groups who say the dirt shift threatens the Tijuana River estuary, home to more than 370 migratory and native birds.
    "We're not seeing the thousands, the hundreds who streamed through in the past," said Mike Fisher, chief of the Border Patrol's San Diego sector. "However, it's still a vulnerability that's being exploited today."
    Arrests along the stretch have doubled in the past year as the Border Patrol has added agents, said spokesman Alex Renteria. Arrests totaled 16,738 in the area from October through July, or about 60 a day, up from 7,944 the same period last year.
    The project calls for a dirt access road and 15-foot steel mesh fence just north of the existing fence. Crews will also build a third fence about 10 feet high farther north and install lights.

      you do know that the mexican boxers you see fighting in America are allowed to come and fight here, wait you too dumb to understand

      i know the military takes in pinoys for exchange they get a visa, or they send them out the afgan work on the oil field projects and such, you pinoys are given a chance by the American government so why you hating?

            MEXICO CITY - John McCain warned Mexicans that more border walls are needed before he attempts to overhaul U.S. immigration laws again, an unpopular position in a country he visited in hopes of boosting his standing with Hispanics at home.

            During a trip to Mexico City, the presumptive GOP presidential nominee also said he opposed unilaterally changing parts of the North American Free Trade Agreement, as ******* Mexican politicians and his ********ic rival, Barack *****, have suggested.

            A year ago, the ********** senator was the co-author of a sweeping immigration-reform bill that had fired hope among millions of Mexicans living illegally in the United States.

            That bill stalled in Congress, and instead, the United States announced it would expand its border barriers, angering the Mexican government.

            "I believe we must have comprehensive immigration reform. The American people want our borders secured first," McCain said during a news conference in Mexico City.

              'Cause atleast the Pinoys help are wanted. Whereas, your folks are not!! That's the difference, comprende. Alot of the Filipinos going to Afghanistan are not just your run of the mill factory worker(that's obviously the image you have in your head). Since it's tough to convince anyone to go to a turbulent country, professional workers are offerered tons of money to go there, we're talkin' engineers, doctors, etc.. The Philippine gov't actually has a ban on Filipinos going to Afghan and Iraq, I don't know if that ban is current or has been lifted.

              If all I needed was someone to hammer a nail into a wall, do I actually need to recruit for that? People say that your folks do the jobs nobody else wants to do, there maybe some truth to that. But, those jobs are also the ones that doesn't require alot of skills and education. Businessmen will always find a way to find a guy to hammer a nail into a piece of wood!

                You acting like they don't take top schooled Mexicans. Top professional Mexicans are asked to work in America, and Europe.

                If McCain builds a fence, "whats that got to do with me, im on the side where i belong."

                Mexico is rich if we weren't Americas neighbor and so many Mexicans in USA, USA would go to war for Mexicos oil.


                And i know of the pinoy visas because my old ****ty factory job that i was at i befriended a pinoy who told me this. So yeah, your story doesn't make sense since they took him to afgn, and then got his visa and he's working at a regular job so regular a Mexican can do it..

                    don't you understand that its the police at the line that get paid off, i know people who have crossed in that manner

                    if the fence is succesfull then within a few years you'll see America calling for Mexicans to have visas so they can work in America, i see it at the border crossing, there tijuanna plate cars going into America, so that tells me that these people have working visas to work in America
