I would say Ali a few years after his comeback, he was hated before then though.
Prime for prime, I'd say Leonard.

ali was more loved past prime.

while people came to watch him most came to watch him lose.

In there primes i would say Dempsey and Tyson, Floyd Patterson was also very popular in America when he held the title but not so much on the world stage. Ali was popular after the Foreman fight but not very popular in his prime.
