i see that it is being said that whoever wins tomorrow is the best welterweight,
is it really fair to say that when you have Paul Williams out there

Whoever is saying that is a ****ing moron. Beating Kermit Cintron twice doesn't entitle at a shot at being the best WW in the world.

No because what (IF) Cotto has a much harder time with Margarito then Pual Williams did. I believe that Cotto would have to beat Paul Williams after.

No, but Cotto would need to beat Williams for welterweight supremacy. Who knows if Williams is even a welterweight anymore though.

You mention Williams I mention Quintanna, and it just goes in circles untill they fight a 3rd fight.
