Is the WW Ring Belt on the line on Cotto-Margarito???

I mean, Cotto is 1 ans Margarito is 4. The ring says that if the title is vacant the 1 ans 2 must fight for it, or the 1 and 3, but Cotto already beat the number 2, but Floyd was still champion at that time.
So does this mean cotto must fight with mosley again or with williams??
IMO the winner of this fight should be consider the WW Champion.

i agree, i dont care about belts also, but the ring belt was supposed to be the only one that really matters.
well, i dont really cae that much if he gets it or not, i just had the doubt considering he beat the number 2 not a long time ago.
