Who is the better ATG? Hopkins or Toney?

Toney has the better skills but Hopkins took care of himself better and trained better.

Hopkins has the long reign at 160 but Toney went from 160 all the way to heavy.

Toney was fighting greats from 160-175 and a lot of good fighters all the way up to heavy and Bernards biggest name wins were against natural welterweights.
