Paul Williams has offered the rematch to Margarito since day 1. He hasn't taken it. If he loses to Cotto, Tony would had close every major day to achieve "greatness" for a night. Tony doesn't want PW. Kermit doesn't want to deal with PW. PBF retired and won't face him. Berto, Judah, Clottey, Collazo, etc... will **** on their pants just by the sound in their mind of the idea of fighting The Punisher. Tony "had" to fight him the first time.
