JC wants to retire after the RJJ fight and hes entitiled to. But if Pavlik keeps talking like that, JC might reconsider his decision to.
But JCs potential opponents tend to lose before they get to JC, so Pavlik may well lose to BH, who JC already beat. If JC hangs around for a bit longer Pavlik may well get beaten, so JC wont have to bother.

But who knows, if Pavlik continues to talk a great fight. JC might just take him up. Who knows really?
