Yes it does. It messes up the order of the true top 10 as well as disguises the mandatory defenses a fighter should fight. Had Cotto not been given a title shot, there would be a true top 10. How many times have we seen champions not face each other because of some bogus reason. Floyd and Cotto didn't even fight each other at 140. Now Floyd is ducking Cotto at 147??? Hogwash. Floyd had all of the titles, Manny has never unified a division. He came close I believe at superbantam or bantam.
