Hard to say, a lot of Chavez's greatness rests upon some questionable outcomes (the Taylor fight and many decisions in his favor to extend the streak). Due to these his resume is somewhat overrated (namely in the record-breaking supposedly undefeated streak). If the rest of Pacman's career pans out well they have to be regarded as at least equal, probably with an edge to Pacquiao based on quality of opposition (although the Marquez fights, especially the second imo, will always be debated).

I am a big fan of many mexico fighters though i am a pinoy.many great mexican warriors i used to idolized like salvador sanchez, chavez sr. barrera and erik morales.i still believe that pacquiao needs more time and wins to the best boxers around the world.an upset win over de la hoya, then beat campbel or joan guzman,valero or sotto and beat marquez again...then theres no doubt in my mind that he surpassed jcc and can hang his gloves for good. goodluck manny...i am just honest and fair...Comment
