They should put up a "vacant" sign for P4P like they do with their division rankings.

So i guess he could be P4P number 1.
but he didn't beat manny officially.

ricky deserves #1 for cleaning up the light welterweight division and also winning the championship at welterweight. he has beaten a hall of famer in kotsya tzsyu , totally destroying the great man and his only loss is to the #1 p4p king and it was a terribly close affair. just bad officiating and bad luck undid the hitman in that bout.

joe should be #2 for ruling at 168 , dominating great fighters like kessler and lacy. he totally schooled hofer bernard and captured the lineal belt at 175.

#3 can be juan manuel i suppose and manny can be #4. the bloke is very exciting but he does have 3 losses and his last fight was a gift. cotto can be #5 because of his undefeated record i suppose although he is quite limited but an exciting one which is typical for a mexican chap.

Actually, I'd have JMM there. He just beat the No.1 didn't he?
there can't be a vacancy because the #1 and #2 p4p fighters are usually in different weight division.
