If a division's title is left vacant by a previous champ, then the best ranked contenders actually duke it out for the belt. In p4p rankings, fighters are ranked by their records/achievements so simple commonsense dictates that #2 automatically becomes #1 since he's been widely deemed more deserving than the others even before the previous top dog bid the sport bye bye.
