Yeah he did say that after Arum turned it down and said next year he should be ready. Truth is ....Arum was right, Cotto wasn't ready for him, but he was a champion so they should have considered taking the fight. It wasn't a duck though, Floyd was never Cotto mandatory. It just didn't happen
