        As silencers said: WBA is on of the four major governing bodies. WBA was the first. WBC is an offspring of the WBA. In the 1980'ties came the IBF and later the WBO.

        What's interesting is the ratings. And in the ratings the IBO wins by a mile. It's a performancebased non-biased computerized system without financial interests. The IBO itself does not claim to have the best champion. In fact their champ is mostly ranked below the champs of the other governing bodies. So the IBO rankings are the best of the governing bodies. They are independent and objective and they rank champions from the other governing bodies, so the fans can actually put some emphasis on the IBO rankings.

            Actually that is pretty cool. I like that they do that.

                  This is actually hard because the WBA with all their super champ bull**** makes then the worst sancationing body out there. However the IBO rarely counts. They have decent ratings, but **** champions minus Tarver, Hatton, and Wlad.
