Mikkel Kessler is highly skilled, technically, so is Klitchko. One you've missed is JMM. One of the most perfect pure boxer/punchers I've ever seen, and without doubt, the best counterpuncher in the last 50 years, to my knowledge. He's just about the complete package.
Mayweather is the best technical boxer of the modern era, indeed maybe ever.

      You must have gone insane.

James Toney was 100% badass, he was not 100% technique.

            Mikkel Kessler (beautiful technique)
Juan Manuel Marquez (if anyone comes close to Finito, it's JMM)
Floyd Mayweather (makes that shoulder roll work, presents a small target with his side stance)
            Winky Wright (perfect defense)
Oscar De La Hoya (he's not a gold medalist for nothing)

                Rafael Marquez
                Kessler
                Mayweather

In no particular order, although if I had to pick a number 1, it would be Mayweather.

Mayweather keeps his guard low, lays on the ropes, and so many other things that are not things that technical "boxers" do. Mayweather is a superb fighter, slick, quick, gifted in so many ways, but a good "technical boxer" he is not.
