Yes you are right and it should be announced TOMORROW.

Do not give Floyd weeks to arse about only to say he has changed his mind. If he has announced his retirement, the WBC welterweight belt and Ring belt should be vacant effective immediatley.

I'm sure they can make an exception or boost Margarito's ranking. It will help hype the July 26 Margo/Cotto showdown even more.
