How many of his fights have been on ppv?
He is around 8/9th on my p4p rankings. His record is the most padded of all world champions.

What does that have to do with anything? I'm guessing Julio Cesar Chavez Jr. is better than Floyd because he has more fights on PPV? Lets try to stick to what goes in inside the ring when measuring greatness. PPV has nothing to do with how the fights play out.
