The only way the WBC would/could allow that is to give Floyd an extension, because a champion from another sanctioning organization is considered a non-fighter by a rival sanctioning organization. IE Cotto is not ranked in the WBC, and therefore couldn't be a mandatory.
Clearly the WBC decided (for whatever reason) that Hatton was a more worthy WBC #1 contender than Andre Berto when Hatton expressed interest in jumping up to 147, which made it a mandatory defense.
However, if that is true, I don't know why Floyd is vacating his precious sea green belt that he has held since his days at 130.
