Literally, P4P, I don't think he is.

Maybe weightclass for weightclass, because he is such a big heavyweight. But if he was sized down to an even 200 cruiserweight (you know, in a fantasy P4P experiment), I doubt he would punch as hard as David Haye.

I voted Haye. He looked like he could punch a hole through anything when he fought Maccarinelli.
