Thats not true at all. Bob Foster, Felix Trinidad, Alexes Arguello, Oscar De La Hoya, Sandy Sadler, Chad Dawson, Eric Morales, Roy Jones ect all have small legs and are powerful punchers.
Winky Wright, Chris Byrd, Hanshaw, Griffin, ect have big legs and are not heavy hitters. I even have skinny legs and can punch.

Sam Langford is ranked as the 2nd best puncher of all time by the ring magazine (after Joe Louis) and his legs weren't very big as well, neither was Julian Jackson's, who has to be the hardest hitting junior middleweight and top 5 middleweight puncher.
Doesn't really show his legs but you can see that Jackson has a very small lower body. This is the only picture that i could find of him.

whenever i throw my cross i always feel it in the back of my whole right leg, so i think there is definately a correlation between leg strength and power, though its not a necessity
