How does The Ring decide who is actual retired?

I think they determine it the same way the fans do, if we dont see anything from him for a while we determine him retired, same as him

i'll tell you this much if they stripped floyd we would'nt be complain about his bull****.they would've put that **** up for the cotto gomez cintron margo tourney.

Cosnidering Mosley is #2 at Welter (besides Cotto and Floyd), Cotto would have to rematch mosley.
