How does The Ring decide who is actual retired?

After De La Hoya I, Floyd was still ranked C at welterweight, 3 at 154 and #1 P4P the whole time that he said he was retired, up to the point that he signed the Ricky Hatton fight.

Now, I notice that The Ring ripped Danny Green out of their ranking at 175.

How do they know that this retirement is legitimate?

I think they determine it the same way the fans do, if we dont see anything from him for a while we determine him retired, same as him

Cosnidering Mosley is #2 at Welter (besides Cotto and Floyd), Cotto would have to rematch mosley.
