              Too many to mention really.

Most of the early 80's heavyweights Tubbs, Witherspoon, Thomas, Dokes...
90's heavyweights Bowe, Ruddock, Morrison, Tua, Ibeabuchi, Golota...
James Toney wasted nearly 10 years of his career fighting nobodies.

yep Toney has to be one of the most talented fighters who did'nt acheive everything he was capable of ,and he acheived quite a bit in any case just shows how good he really was talentwise

Some guys never got past the prospect or contender level.

                    Tony Ayala
                    Ike Ibeabuchi
                    Ricardo Williams

Then you've got champs, or even HOFers, that could have and should have done more.

                    Michael Nunn
                    Rid**** Bowe
                    Mike Tyson
                    James Toney
                    Wilfred Benitez
                    Hector Camacho

Then you had tragedies for fighters like the great-but-could-have-been-greater Salvador Sanchez or contender-but-should-have-been-champion Tyrone Everett. They didn't waste their talent, in these cases there were tragic events that caused them not to reach their full potenital.
