Correct me if you disagree but it seems to me the key to beating Pavlik seems to fall into two categories:
1.) Speed - You need to be able to get to Pavlik before he gets to you. A sharp, fast jab is going to give him problems; Taylor was smacking him with it the first few rounds. If you're faster than Pavlik you have half the problem solved.
2.) Activity- Taylor was rather accurate but it seems that, if Pavlik steps forward and throws 70 punches a round, if you can't hurt him you need to at least match his work rate.
This might seem pretty obvious but it's not always the case that a fast, busy fighter can win; what this indicates is that people acknowledge Pavlik is not the fastest, so speed is a slight weakness, and that his main key to victory is just the pressure he applies. Not his boxing skills them self, or his impenetrable defense, not the ability to counter punch or manuver. Just his work rate.
