I think the only way he should move up is if he can cash in on it. I doubt there's enough interest in any of the top WW's to get him that shot. So until he can't make the weight anymore he should stay at 140.

I like Witter and he's one of my favorite fighters, but I think he's too small for welterweight. Miguel Cotto would bully him around, Cintron would knock him out, Clottey would be too big for him. If he was two inches taller and a bit thicker maybe. It just shows you the weight difference between jww and ww. Witter is the #2 guy in the jww division and it would be hard for him to win in the ww division because he's too small.

The Welter weight division is currently the toughest and most talented division in boxing, I highly doubt he could beat any of the top 5-7 guys. I doubt he could beat Joshua Clottey, Cintron, Quintana, Williams, Marg..none of those guys, Cotto and PBF would destroy him.

It's hard to predict how Witter will perform at Welter. He'll either be able to cruise through the weight without much difficulty, like Mayweather, or he'll find himself diminished at the weight, like Hatton. If he's able to carry his speed and skills over the divisions he'll represent a genuine threat to the elite.

Winning titles & becoming a top fighter at different weights is nothing that should be taken lightly. All fighters cant do it. I was wishing Witter would get D Hop to fight him. That would have been a good fight to show us if 1 of those 2 was 4real.

No i do not think he would make any impact at all up there, there arew to many good fighters there floyd would beat his ass all over the place and cotto/margarito would just beat him up
