Jim Jeffries, Joe Grim, Harry Greb and Jess Willard were tough in the early 1900's.
Marciano, Graziano, Tony Zale, Gavilan, Maxim, Lamotta, Basilio and Fullmer were all tough guys in the mid 1900's.
Sugar Ray Robinson was only stopped once (due to exhaustion).
Sandy Saddler was only stopped once in 160 fights and that was early in his career (his second fight).
Chuvalo, Wepner, Liston, Quarry, Foreman, Lyle and Ali were all tough in the 60's and 70's HW division.
There are so many tough boxers (almost everyone is) that it's almost impossible to rank them just top 10 because every list would be dismissing some very tough fighters.

Here's ESPN's top 10 greatest chin's list. I don't necessarily agree with it but it brings up some names.
It wouldn't be out of the question. Liston did clean up the heavyweight division completely until he faced Ali (in his mid/late 30's). I would rank Lewis over Liston though.
