He has both, and that is why the heavyweight IBO belt is legit.
Hatton has the 140 IBO, but he has The Ring also.
The IBO is only good when it is with another one of the major 4, or The Ring belt.

IT can be past champions to and i picked tarver and glen because they never impressed me at all i mean they had there moments but thats it even douglas had his moments lol but no one should ever call him a true champ.
