Carlos Rios easily comes to mind. And Hatton was ranked #1 by the WBC at welter at the time of their fight so he fought him and it counted as it.

Berto isn't better than a lot of the guys you mentioned at least not yet. Also Berto hasnt faced any level of competition with the skills of hatton or judah(even though i think he's slipping) and most of the guys you mentioned, I like berto but your delusional if you think he could get into the ring with PBf at this time in his career and win

Berto hasn't fought 12 rounds yet from what I remember. Floyd will not stand in front of him like all of Berto's previous opponents. Judah would give Berto lots of trouble.
