I'm staying out of the racial aspect of this, but Africa doesn't do anything to develop boxers there. You also skipped some pretty good African fighters like Quartey, Ouma, Ibeabuchi, Sam Peter, etc. Most of them had to leave Africa to develop their skills.

Sorry for nitpicking, but the Philipines isn't nearly as tiny as you might think. There are 87 million people there making it the 12th most populated country in the world. It is much larger than countries like Puerto Rico or Cuba.

A strong martial tradition, or, what may be referred to as a country's "Warrior Tradition", may also contribute to it's young population's tendency to choose boxing as a way out of poverty. Japan, Korea, Thailand, Mexico, the Philippines have that. The latter even has a warrior chieftain named Lapulapu as it's first national hero. His accomplishment? He killed the Spanish explorer, Magallanes (or, Magellan) in what has now come to be referred to as the "Battle of Mactan".

Another factor may be that boxing is not a team sport. It does not require as much as team sports do to start a career. It does not demand too much space and does not require much infrastructure at it's most fundamental level. A poor boy can wrap his hands with strips of rag, hang a sandbag and **** away, tie strings to opposite ends of some discarded ball and practice accurate punching, etc.

I will say this though. It seems apparent that black fighters, by and large, usually have a substantial reach advantage (which is actually explained by population biology and is predicted) which of course doesn't hurt..

That seems plausible. I think people of Native American descent (many hispanics, for instance) have an advantage in the broad shape of their jaws. Baldomir's jawline is pure Native, not spanish. Duran had a Native's jawline to some extent. There are more examples.

White people have a disadvantage in our narrow noses; many blacks (e.g. Jermain Taylor) have too high a cheekbone for a boxer, which causes swelling around the eye.

There are many more examples like this, but I don't usually mention them as they're too easily misunderstood.

Also just the obvious fact that white people have weaker skin than blacks can play a role.
